The last time I went to school to work on my clearance, I was asked to come back on the 16th of July because according to the OCS attendant I got to talk to, they will only start giving out clearance forms on that day. So I went to school last Monday to start working on my clearance.I almost finished having my college clearance signed that day. It was not really hard to get signatures from the different departments of the college. I had to go back the following day though because the person-in-charge of signing the college clearance in the library was not around. The librarian at the front desk said the person-in-charge took the day- off. I can't help but think that taking the day-off was meant to annoy students/graduates who will be working on their clearance. I mean, why take the day-off on the day you are needed the most?

I was able to finish working on my college clearance the next day. I was so ready to go home when I went to the OCS to submit my college clearance until I was told that it was incomplete. As it is, I still have to work on my university clearance.  Maybe working on that would not be so hard considering that I almost finished my college clearance yesterday was what I told myself. Well, I was wrong. It was not easy at all. I had to walk from one building to another under the scorching heat of the sun only to find out that I had to go back to the building I had just been to for an initial signature necessary before the next person could sign. Apart from that, the chairperson of certain departments were not around so I had to return the next day and even the day after that. It was pretty tiring and I only got to finish everything last Friday. I was complaining to my dad about the red tape and he told me that I should not even be surprised why it took me 5 days to finish everything. It's UP and since it is run by the government, you cannot expect service to be expedient. I already know that and I am sure I am not the only one who does. But just because we already know that does not mean we have to accept it as it is. The taxes which enable the government to operate and which serve as the bread and butter of government officials after all come from the taxes we pay. We ought to do something about it.
